Log message:
Bug6038: After lots of testing, here is another try.  Now tries to set privs during install.  Currently the password generator is used, but not applied to the password used (seems OK since SYSTEM has a *blank* password according to some MS docs).  Using registry can now tell cvsnt server process to try and enable more privs (eg: impersonate priv - which even if granted to a user still needs to be enabled).  CVSMANAGER_USER is now also assigned tbe Tcb priv (ac as part of OS).
