The NT User permission is the most secure, but works only at the file level. chown and chacl allow you to lock specific branches on a user basis, but aren't as well tested (I'm sure people are using it but it's a relatively new addition). The administrative files are separate and are useful for repository-wide settings like anonymous read-only access.
