Assuming they're properly formed Unicode or UTF8 files then cvsnt will
handle this (you add with the -ku flag to enable checkout as
unicode...  utf8 is automatic, since it's transparent to the source
control).  

Recent versions of WinCVS will attempt to detect this situation and
handle it properly.
