[cvsnt] Can't restart CVS service build 62

Hi,
 
I just noticed that if the CVS service is stopped, it cannot be restarted
without rebooting the machine. The event log reports the error message "All
socket binds failed". This occurs only on build 62, reproducible at 100%. It
never occurred to me with builds from the 57 family.
