No. The current bugzilla guide's Windows installation instructions suck. We have a bug on making them better, though; see the patch on http://bugzilla.mozilla.org/show_bug.cgi?id=145965. It isn't perfect yet, but it's a good starting point - especially if you're ready to go with the Bugzilla 2.16 release candidate 2, for which the instructions are aimed at (and I highly recommend you to go with the 2.16 series from the beginning). Also note that securing your Bugzilla installation on IIS takes some extra measures; with Apache that part is much easier. The current biggest problem is making the email notifications work. There is a patch for that and it worked fine the last time I tried, but it may have bitrotten since. It's attached on http://bugzilla.mozilla.org/show_bug.cgi?id=124174.
