[cvsnt] Can't create a .cvsignore in Windows

The problem is that "allow" only applies to "it's fine if it's there". It's
however not possible to manually create such a file or rename an existing
file likewise within Windows Explorer. You could try it yourself. All you'll
get is a "You must type a filename" error message. That's why you have to do
this from the commandline.
