[cvsnt] Try 'cvs version' in directory without CVS subdir... Bug?

Hi,

Having cvsnt 2.0.0 I tried to use the version
command (i.e. 'cvs version').  It works fine
when you run the command from directory where
the CVS subdirectory (the file CVS/Root) is present.
However, when run at directory, where the CVSROOT 
cannot be determined, it complains:

 E:\>cvs version
 cvs version: No CVSROOT specified!  Please use the `-d' option
 cvs [version aborted]: or set the CVSROOT environment variable.

Is it the expected behaviour or a bug?
