[cvsnt] usage is restricted to repository administrators

In a nutshell:

Note that you have to be an Administrator in your *login* domain.

I'm very puzzeled by the way security is handled in CVS on NT.

I have a very simple configuration. I do not use pserver and the repository
is simply locally on my disk. My CVSROOT looks like ":local:D:
\TestCvs\Repositories\Mgt". I use WinCvs 1.3.10.1 Beta 10.

I try to issue the command

cvs admin -o:1.1.1.1 "Star RFP-Common Platform.doc"

 but all I get is:

cvs admin -o:1.1.1.1 "Star RFP-Common Platform.doc"

***** CVS exited normally with code 1 *****

cvs [admin aborted]: usage is restricted to repository administrators

I have full access on the repository, I have created a CVSAdmins group with
my user in it, I have created a "admin" file in the CVSROOT of the
repository with my user in it, ...  but nothing works.

When I copied the repository as is on my home computer running Windows XP
and using the same version of WinCvs, it worked fine without having to do
anything.

Please help, I don't know what to do anymore.
