The only way you could have it working is if you arrange the CVS server in India as the primary one where all the commit and tagging is done. Then in USA you have a slave server into which there is noone allowed to do anything else but check out files. No commiits or tagging allowed. (This can be done by putting all users on this server into the CVSROOT/readers file). In this case you can have a timed file updater that copies changed files from the India repository to the US server and overwrites existing files in USA. This keeps the two servers in sync.
