A bit of both... changing -k flags is a funny business, and doesn't
always do what you'd expect.  Really you shouldn't really change the
-k flag for anything that's had more than one revision in it.

Tle latest build will automatically update the local file if you
change the -k on the repository.   This doesn't solve the biggest
problem - that the -k flags aren't versioned, so the file history
becomes invalid (or at least incorrect).
