Check this out for the permissions thing:

to put your cvs locks in a directory accessible by the cvs users if you lock
them out of CVSROOT (there is a line on the CVSROOT/config file to do this).

I think if you use impersonation, cvs won't run as system but as the user
you authenticate as.

Not sure about your 3rd question.

I would appreciate some guidance re using 2.0.8 over sspi.  
  a.. What permissions should I setup on CVSROOT?  I have a group setup
"cvsusers" and I have removed "Users".

  b.. I would rather not run cvsnt as system.  Any thoughts?

  c.. Is HKLM\software\cvs\pserver common to all protocols - not just
pserver - seems to be general...
