You might want to check out the Subversion project.  I think what you're
looking for is in their plan, might be a good idea to have a look and make
sure it meets your requirements (and let them know if you have suggestions).
Subversion is the "next generation" revision control system, and is
currently in an early-alpha stage.

That's probably not solvable without ditching the RCS backend completely (a
big job that I probably won't get the time do to).  Luckily it doesn't
happen very often.
