I typically add SYSTEM explicitly to my ACLs on NTFS--I don't know if it's
required, it's just habit.  Make sure that the permissions are applied to
the cvstemp directory itself.  You can review the SetACL script I put
together and posted to the CVSNT wiki, it might help--it describes how I set
up my cvsnt server.
