Because you are not issuing the command in a checked out sandbox. Look for subdirectories 'CVS' in all of the folders fromC:\BuildNew\Makehtml and down into the tree, they are nowadays set as hidden. These always exist in a checked out copy of a module and contain the adminstrative files of the sandbox.
