It shouldn't accumulate files, IIRC it does when the client aborts or the server crashes. Anti-virus could cause that too. See the wiki docs for more info at http://www.cvsnt.org/. You should consider updating to the latest stable build--there are a number of bug fixes in there (2.0.x).
