I don't have help on that specific problem but try looking in the control panel, make sure your repository root is set to a valid directory. I have documented my setup for helping new CVSNT admins get set up. It isn't as step-by-step in the beginning as the installation tips are, but should provide more focused attention to just your needs in a pure NT environment.
