[cvsnt] HELP: usage restricted to administrators

Hi,

I am running:

  Concurrent Versions System (CVSNT) 1.11.1.3  (Build 57f) (client/server)

CVSROOT is set to C:\cvsrep
USER is superman

My C:\cvsrep\CVSROOT\admin file has:

  superman

When I do:

  cd C:\mySandbox
  cvs admin -o 1.30.2.1 filename.c

I get:

  cvs [server aborted]: usage is restricted to repository administrators

Can anyone help?
