FWIW: Concerning WinCvs it actually *does* scan all "locations" on startup. We found this out after we had investigated the possibility to go into a sandbox on a workstation via a share from another PC using WinCvs. The next day whan WinCvs was opened up it hung forever (it felt like that) because that PC was not on line at that time. The server can only access the parts of the disk that are in the reopsitory root list, and the client will only access directories below the current directory (usually). WinCVS keeps old drives around on its history, but I don't think even then it accesses them unless you ask it too.
