I just took a look again at http://www.cvsnt.org/wiki/InstallationLinux. In the prereqs (sec. 1.1) it says: "At the moment AIX is known to work. This is because there is no working libtool that can produce shared libraries." The author probably meant to negate the 1st statement. In section 1.4.2 "CVS run with inetd", there is still the erroneous cvs argument. H.
