Not if you use it the way it was intended, i.e. for single-user,
non-concurrent access to a repository that is located on the same
physical system as the cvs process accessing it itself. Effectively, I
believe it's just what a "real" server instance uses internally to
access the repository before relaying the data back to the client.

The big No No you were probably thinking of is using :local: to access
a repository on a network share.
