Not really - you still have to contact the server to find out all the 
latest versions of everything.  The only speedup you'll see is if the 
actual contents of the file haven't changed, and the file is large 
enough to compensate for the slowdown from the caching process.

IMO that kind of functionality shouldn't be part of the server itself - 
a standalone cache would work just as well (probably better as it'd be 
faster).  For the limited advantage though it's far better to get proper 
distributed working going (nearly impossible with the current cvs core 
though so it'll have to wait a while).
