CVS is designed for world-wide software development co-operation. Therefore all time stamps of CVS handled files are in UTC timeframe. I think you are 1 hour off UTC, that is why you see this. Don't worry about it, noone really needs to handle the checkin times anyway, it is handled by CVS behind the scenes.
