The cacert certificate is in the standard file anyway as that's what I
use for cvs.cvsnt.org.

Try:

cvs -d :sserver:cvs at cvs.cvsnt.org:/usr/local/cvs version

You only need the root cert in the ca.pem file - certificate
authenticity is derived from that.  The standard install should set
everything up automatically anyway.
