I'd say, together with TortoiseCVS (probably), WinCvs should be the best possible choice as a GUI frontend to CVSNT as it supports the biggest subset of CVSNT features. Also note that WinCvs is not a CVS client. It's just a graphical frontend to one. The one that's "in the box" is CVSNT and naturally a CVSNT client is best suited to talk to a CVSNT server. Also noteworthy is that the two projects work together rather closely. They even share a bit of code (the so-called CVSGUI protocol).
