[cvsnt] Rtag failed on waiting for lock

I am getting an error when trying to rtag 

cvs rtag: [12:36:21] waiting for Maxc's lock in D:/CVS/CVSREPO/dev/mainLine/Java/com/hubspan/util/file

we have everyone doing unedit on all their files but still getting this error.  It persists
even after rebooting.

I am sure it's some obvious error but i couldn't figure out how to remove this lock.

would I issue a 

cvs admin -R -u Maxc 

while logged in as a user in win2k Admin group ?
