That's an OS error that's been seen pretty rarely.  Basically there's 
something wrong with the date handling on the machine and it's generating junk 
dates...  I think we get one report every 6 months or so, so whatever's doing 
it is pretty rare (rules out the usual suspects, AV etc.).

Technically it means that the year is set to zero, which will make various 
operations fail (not just CVS).  Zero is impossible - Windows can't handle 
years before 1601.  Continuing would write a garbage date to the RCS file, 
which would be a nightmare to correct.
