I'm not very knowledgeable about the differences between CVS and CVSNT 
RCS files, but IIRC CVSNT has a few additional fields and escapes one or 
two that had troubles with the 'standard' version and modern field 
values (e.g. spaces in usernames).

I don't have a direct answer for you though--Maybe you can get the 
author of cvs2p4 to update the tool to account for the differences?
