I am not sure if this is the issue but... I always have to stop the "Windows Management Instrumentation Service" before I perform an upgrade (It locks the cvsservice file). Otherwise the system complains of a locked file and the setup fails. I have seen this on Win2003 and Win2000 BUT not on all machines and I am not sure what the differences might be. The control panel applet needs to go in WINNT\System32 if you want it to appear in the Windows control panel. If you need any system files they're in the sysfiles.zip downloadable from the main cvsnt page.
