[cvsnt] can login if lock and server ports are the same, but then nothing else works, help

We've upgraded to cvsnt  2.0.51d on a
Windows Server 2003 system.

Using either TortoiseCVS or WinCVS
I can successfully login to the cvs repository

but only if the lock server port and the
cvs server port are the same.  Unfortunately i'm
assuming this explains why nothing occurs after
I login (can't checkout, can't fetchlist or anything).

I'm suspecting I've done something pretty dumb for this to
be the case.

Any help?
