Another thing I have missed...
I was pretty confident that CVS did *not* handle directories in any
other way than as containers for the RCS files therein.
So you say that cvs chacl was primarily only available for
*directores* up until recently?

In that case the poster should be able to apply that solution, whereby
he doesn't have to access the server's file system as admin too.
