Not easy understanding what you mean here... The way the CVS server works is to accept commands conecrning the version control from the client, then perform these commands and return a result code. At certain points in the handling sequence CVS will also execute commands stored in various scripts in CVSROOT, like loginfo, taginfo, notify, commitinfo, postcommand etc. You can program whatever you like yourself from these scripts, for example if you just want to record stuff then the best bet is probably postcommand.
