[cvsnt] CVS/Rename format

I'm trying to make TortoiseCVS know about pending renames that need to 
be committed.

In http://www.cvsnt.org/manual/html/Working-directory-storage.html, it 
is claimed that

    The file is stored as pairs of filenames within the directory, with 
a blank meaning 'removed'.

However, if I do

    cvs rename new.txt mew.txt

I get a CVS/Rename looking like

    sandbox/mew.txt

    sandbox/new.txt
    sandbox/mew.txt

So according to the docs, this should mean that the file was first 
removed (using the new name) and then renamed.

This is with 2.0.62.1817, using :local:.
