Unless you didn't have another even older CVSNT installation hanging
around somewhere, that possibly wasn't the only thing unavailable...

Yep. WinCvs is just a "dumb" graphical frontend to the CVSNT
commandline client. Basically it can't do a thing without CVSNT (or, if
you can find another one, a CVS client that supports the CVSGUI
protocol).
