Update -D has always been a bit strange - I can remember back when I 
first started using cvs it confused me what it was returning.  I tend to 
just use it to date granularity these days and don't worry about the time.

In a way it makes sense - it's returning the versions from the correct 
local time.. it's just the timestamps that cvs then shows you are from 
UTC, so you end up with confusion.
