[cvsnt] Problem for CVS first time installer: Couldn't open default trigger library: No such file or directory

Seasons Greetings All

Have been a long time user, first time installer of CVSNT. I am using
CVSNT(2151) on XP Pro and client side Tortoise CVS 1.8.22.

Can create modules and commit but keep coming up with the error
"Couldn't open default trigger library: No such file or directory".

cvs server: Couldn't open default trigger library: No such file or

cvs server: use 'cvs commit' to add this file permanently

Success, CVS operation completed
