Ok I'll agree if they have to checkout the entire repository (around 8000 java source code files as I said). Now I have my 30 developpers with their local sandbox on the head. I am requesting 'cvs update -dP' on the sandbox. It won't lead to this traffic right?

At CVSNT implementation level, what is the difference between a checkout and an update by the way?
