Of course there will be a way of referring to specific revisions.  The 
crucial point is that it will *not* be under the control of the user. 
Just because the initial revision is called 1.1 today doesn't mean 
that's what it'll be called in the future - that's the point Bo is making.

Forcing revisions is something that is already disallowed and will 
become utterly impossible in the future also.
