CVSNT also runs on Linux -- why don't you try running the same version 
of CVSNT on the RHEL so you get comparable features running.  You'll 
likely note that Win32 file system access is significantly slower (just 
my impression that it is, even without realtime scanners -- your tests 
seem to confirm this anecdotally anyway).

I have no idea why Win runs faster with the supposedly performance 
increasing features off...
