IIRC, the select non-significant revisions feature was discussed on this 
list as a script at one point.  There was also talk about creating an 
overall script that would apply that to all files in a sandbox | module 
but I don't know if that was ever put together.

Sounds like WinCVS has a good integration of that.  As I remember, this 
feature was mostly discussed as something to help with the binary bloat 
problem.

If someone does set up a script that checks for non-significant 
revisions that are older than a specified date and removes them from 
each file in a repository, I would be interested in getting a copy!
