[cvsnt] & in file name causes CVS to hang if the file is watched

2.0.58d client and server.

For whatever reason the developers used '&' in the file name.  Then someone put a watch
on the file.  Now when you try to update, it just hangs.  I would have filed
a bug report, but that page currently comes up blank.
