Assuming that your CVSROOT is more like :sspi:blah at server1:/TEST and 
that your currently logged in as blah, then you should remove your 
username from the CVSROOT, simplifying it to:

:sspi:server1:/test

The username isn't required when using SSPI unless you are connecting 
through a medium where Win can't authenticate 'normally' (e.g. through a 
firewall).  In the event you do need to use your username in the CVSROOT 
string, then make sure you do a "cvs login" before trying anything else.
