No, it is sticky. The most recent revision in the repository is something like 1.4. If I try to commit the file I checked out using "Release1" tag, I get the message that it can not - because the file is sticky. I have also tested this with branches. Neither a branch name, nor a tag name will resolve in the $Name$ keyword when checking out using those names. HTH! This is very perplexing!
