Did you alter the default service login for CVS? That is, are you using SYSTEM or a specific user for the CVS service (in services.msc)? What is your setting for SystemAuth in the repository CVSROOT\config file (default:yes)? I think there also might have been an issue with user rights in Win 2003, but I don't remember the specifics.
