[cvsnt] ACL problems with 2.5.01.19xx

In CVSNT 2.0.58d the fileattr.xml files in newly created
directories only contained the owner who created the
directory and all ACLs were inherited from parent directories.

Now with 2.5.01.19xx the newly created fileattr.xml seems
to contain a copy of all ACLs that were effective for the
parent directory and also seems to have two <owner> entries,
the owner of the new directory and the owner of the parent
directory.

Is this behavior change intentional or is something now
going wrong ? (I prefer the "old way" where changing ACLs
on module top level caused them to be automatically inherited
to lower level directories without having to change all
fileattr.xml files.)

Also I seem to have some 2.5.01.1927 specific ACL problems
that don't happen with 2.5.01.1910. Specifically build 1927
denies commit rights where 1910 works like it should. Same
ACLs, in fact same repository, just changed server version.
