Ryan, Yes you get the Free Linux RPM from the same download site as CVSNT for Windows: http://march-hare.com/cvspro/ The Linux RPM also comes with the e-mail plugin. It is not as fancy as the CVSMailer, but it will do the basics quite well and since it is part of the core product gets tested well too. I don't know about this program, but if you install CVSNT instead you may use my CVSMailer program in order to notify the admin (and possibly also your project team) of project changes in cvs. This is of course if you have your server on Windows...
