That is almost certainly the issue.  AV software can cause CVSNT to
write corrupt files.

Ideally (from CVSNT's point of view) disable real-time scanning
completely.  *Certainly* prevent it from performing real-time scanning
on the repository and temp areas.  Periodic scans are OK (to my
knowledge), but you're very unlikely to find anything in either location
as the ,v files contain multiple revisions of the files.
