:local: fully bypasses the CVSNT server and uses the client CVS to read and write directly to the repository files. Normally not considered good, but in a one-user situation it might be OK. If it is a problem with the server operation, can't you use the :local: protocol? I've never used it and don't know it well, but doesn't that run without any networking involved?
