[cvsnt] Why we create temp folder while creating a repository?

Hi All
Using CVSNT 2.5.03(Scorpio)Build 2260
While creating repository why we should stop
CVSNT Service,CVSNT Lock Service.I create
a temp folder in D:\CVSNT.Several time i
worked on cva(i.e import,commit,checkout,------)
but this CVSNT folder is empty.Why we create
temp folder while creating a repository.
