The bug number support stuff is already in TortoiseCVS HEAD. The first 
release including this was 1.9.9, released in August 2005.

BTW, TortoiseCVS can be configured to convert strings of the form "bug 
XXX" in the History dialog to hotlinks to a bug tracker.
