Go to http://www.cvsnt.org/wiki/ and read the very first document in the
section Getting Started ("Installation Tips"), it describes in detail the
initial setup.
Note that cvs passwd is not used for SSPI. And do NOT put the 'admin' file
under cvs control, always edit it directly on the server, as it is a very
sensitive file.
